It's a right-hand-drive car; if you're wondering why the passenger has his hand out and pointing ahead ... don't ask me, because I haven't the faintest idea either.

Maybe he's pretending his hand is a bird and he's flying with the car?
The driver of this car happens to be a newbie on the race track. An instructor was assigned to him to show him how to drive around the track.
Maybe the driver was driving a bit slower than the rest. Hence, the hand signal is by the instructor to tell other cars behind which direction it is safe to overtake.
